DC will happen today. However, it will be very cold with wind in the upper teens and gusty.
Right on all counts: it blew, it got into the upper teens occasionally, and it was GUSTY! Looked good when I arrived, but had pretty much quit by the time I finished rigging. Then a little impulse came through complete with sleet and enough wind to allow brief bouts of planing.

As to "very cold", that's really an equipment issue. As Kenny mentioned, with a good drysuit, core temperature is not a major problem. The limiting factors are feet and (especially) hands. I wear polypropylene socks inside my drysuit's attached latex socks and 5mm neoprene booties; that worked fine in today's 46F water. And my feet are very cold sensitive! For hand protection, I swear by DaKine mittens. Don't know how well they'd work for kiteboarding though.
