No matter how bleak the predictors look, you can never completely count DC out. As late as 11:20, Arrowhead Summit was showing 9G16, but by 11:30 it had picked up to 16/28, and at noon the wind started to spin my anemometer. By 1:00 gusts as high as 28 were coming through. I got on the water at 1:30 and got about an hour and a half of exhilarating reaches. Reasonably steady wind (by DC standards) and very nice, regular swells thanks to the virtual absence of powerboats.
