DC will be up around 11 AM for squirrelly 6.5/12 till 3 or 4 when it will really get gusty.

Nailed it! 11 AM on the nose!! As so often happens at DC, the wind was on and off, but when it was on, it was fairly steady, at least early on (noon to 1:30.) Water temp now mid 40s. Air temp was in the 50s, so gloves were optional.
