Bear Lake has a thermal that comes out of the southwest on warm summer afternoons. It is gusty, puffy stuff, but rideable.
The best time to catch Bear Lake is on a post-frontal north. It can really blow hard with nice swell, but it is tough to predict.
I say always pack your gear, but I would not head to Bear Lake if you are planning on exclusively kiteboarding. It is a good place if you are staying for several days doing other things and when the wind comes up, you hop on you kiteboard and get it while you can.
