Found Awesome New Lake in Utah!!

Maybe most of you know about this place, but I didn't until this spring. I was driving down to Cedar city, then we took a road up the well-known canyon in that area (to the east I believe). Near the summit of the pass, I looked down to the right and there was a really nice sized lake (with a campground) and it looked awesome for windsurfing (I'm a windsurfer, not a kiter, but I imagine it would also be good for kiting). Being near the summit, I also imagine they get awesome winds. It was still mostly frozen near the end of May.

Does anyone know what this lake is called, and has anyone surfed there? Is it safe to ride there? I haven't lived in Utah for a number of years (I'm still living out of state), and we were just passing through to visit family and friends from my high school days.
