Mojave in October and November can be nice
Margarita is great in March, April, and May.
June, July, and August are Gorge season, and despite the "nuke'n winds"
you can usually find good instruction and a place that's pretty safe to progress.
DC is looking pretty good today and tomorrow if you need a really short vacation.
I've never been to Aruba, but they tell me it's sweet for beginners
in the winter.
Hawaii also pretty darned nice, with waves in the winter, and wind in the summer. To get both, you'll probably want to be there Autumn or Spring.

I'm still a novice, if you were out at DC on Saturday I was the windsurfer getting thrashed around and stayed down for a while at one point (thanks to the kite boarder who came to see if I was okay). But I'm having a blast. I started windsurfing in 2004, but had nearly a two year gap due to rolling my car off 1-15 and shredding most of our gear (watch out for tables in the road). It's good to be back.
