Rod you are lot kinder than I. I would have just called the cops and let the guy pay the fine. Of course I would have stayed there talking to the guy to trick him into staying there until the police showed up.
What is even more pathetic is that these people drive past the city dump station to get to the water. It seems people don't understand that "you make the bed you sleep in."
This is what I propose:
The cities change the littering fine from dollars to work. The punishment should be that the offender must pay for a 20 yard dumpster and then fill it with litter from a beach designated by whatever city caught them. So basically a $400 fine and 20 hours of community service (if they work fast.)
The cities could target the bad areas first and then we would see some real change around the lake.
Just sticking someone with a fine doesn't change their attitude. Anyone who spends time cleaning will soon become the person who defends the area.
